The Civil Society Legislative Advocacy Centre (CISLAC) has commenced the launch of the operation safe corridor in the north-west geopolitical zone.
Previously implemented in the north-east to rehabilitate “repentant terrorists”, the initiative was recently launched in the north-west to tackle insecurity in Zamfara, Kebbi, Katsina, Sokoto, and Kaduna states.
The initiative now has its headquarters in Tsafe LGA of Zamfara state.
In a statement on Tuesday, Auwal Rafsanjani, CISLAC’s executive director, said the initiative offers a safe passage for non-radicalised individuals who were drawn into banditry due to illiteracy, poverty, and other socio-economic factors.

Rafsanjani said the initiative is a “shift from kinetic to non-kinetic approaches in addressing security challenges” facing the country.
The CISLAC director asked the government to “implement a comprehensive rehabilitation and socio-economic empowerment programme,” before integrating the repentant bandits.
“CISLAC believes Operation Safe Corridor will strengthen policy focus on non-kinetic measures, reducing the heavy reliance on arms and ammunition in maintaining peace,” the statement reads.

“To ensure effectiveness, CISLAC urges the government to implement comprehensive rehabilitation and socio-economic empowerment programs before reintegrating repentant bandits.
“This approach will help prevent re-radicalization and mitigate potential threats to communities.
“Additionally, CISLAC called on the Zamfara state government to intensify efforts to disrupt the cycle of banditry at various stages, including ideation, recruitment, indoctrination, and violence.”
