The health agency also said people who have not been vaccinated must still present proof of a negative COVID-19 test result before entering the country but quarantining should be abolished immediately.
If COVID-19 cases are found aboard, cruisers and cargo ships will be quarantined and must remain in isolation when moored, with only health officials allowed to board, according to Anvisa.
Germany kicks against COVID-19 vaccine patent waiver

German Chancellor Olaf Scholz says he has not agreed to a planned intellectual property waiver for COVID-19 vaccines.
Scholz said patents are a critical means of motivating corporations to continue investing in new research.
Before being adopted, the waiver proposed by the US, European Union, India, and South Africa in March would need formal approval from the WTO’s 164 member countries, including Germany.
Months of negotiations about how to speed up COVID-19 vaccine manufacturing in underdeveloped nations, where vaccination rates have lagged behind those in wealthier countries, resulted in the prospective waiver arrangement.

According to him, a better strategy for making vaccines available would be to transfer vaccine production facilities to Africa.
