Rybakina, who changed her nationality from Russian in 2018, was crowned the new champion following a 3-6, 6-2, 6-2 win.
The first set was filled with unforced errors and double faults from Rybakina, paving the way for the Tunisian to clinch the set.
The Moscow-born star found her feet in the second set and raced to a 6-2 win over Jabeur.
The third set was not different from the second as Rybakina dominated and outplayed Jabeur to hoist the Venus Rosewater Dish.
