Ex-agitators: There’s attempt to link PAP administrator to leaked DSS document

A group known as the Phase One Ex-agitators says there is an attempt to link Dennis Otuaro, administrator of the Presidential Amnesty Programme (PAP), to a leaked document.

The document is said to have contained intelligence that purportedly saved former President Goodluck Jonathan from an attack and mitigated a bomb blast in 2010.

In October, Jude Gbaboyor, a former general secretary of the now defunct Movement for Emancipation of the Niger Delta (MEND), while speaking on Arise Television alleged that Otaru leaked the document that ought to be in the custody of the Department of State Services (DSS).

In a communique on Sunday, Henry Binidodogha, chair of Phase One, said the attempt to link the leak to the PAP administrator is unfounded.

“We also strongly believe that Dr Dennis Otuaro did not know anything about the published document,” Binidodogha said.

“The administrator of the Presidential Amnesty Programme does not work with the DSS.

“He, therefore, cannot be accused by Jude Gbaboyor of causing the purported document to be published.

“It is crystal clear to all that the Administrator of the Presidential Amnesty Programme, Dr Dennis Otuaro, has recorded a lot of achievements since assuming office in the past eight months.

“We are aware that he has brought the Programme home to the Niger Delta people and indeed all stakeholders for sustainable peace, security and development of our region.

“As a matter of fact, various critical stakeholders have commended Dr Dennis Otuaro for the noble reforms that his leadership had engendered at the Presidential Amnesty Programme to make the Programme more beneficial to all delegates and beneficiaries and our region.”

Binidodogha added that Otuaro understands the issues facing the Niger Delta area.
