In 2013, there was a serious breakdown in relations between the lower and upper chambers of the national assembly over the crude oil benchmark for the 2014 budget.
The president had to postpone his visit to the legislative house to present the estimates of the budget to the assembly.
The senate earlier passed $76.6 as the benchmark, while the reps pegged it at $79. With the conflicting positions, the two chambers had to set up a committee to agree on a single figure.
