Newspaper Headlines: Confusion at CCT as Umar, Kogo parade themselves as chair

Reports on the planned presentation of the 2025 budget proposal by President Bola Tinubu on Wednesday, and the arrest of 793 suspected fraudsters, dominate the frontpages. 

The Punch reports that the federal executive council (FEC) has made the final adjustments to the 2025 budget, with President Bola Tinubu expected to present the appropriation bill before lawmakers on Wednesday.
Daily Trust reports that the Economic and Financial Crimes Commission (EFCC) has nabbed 193 foreigners and 599 Nigerians, in its largest single arrest of suspected cryptocurrency and romance scam fraudsters, in Lagos. The newspaper says there is confusion at the Code of Conduct Tribunal (CCT) with Danladi Umar, embattled chairman, and Mainasara Kogo, the newly appointed chairman, laying claim to the position. 
Nigerian Tribune reports that Wale Edun, minister of finance, said the N13 trillion deficit in the 2025 budget proposal will be financed through borrowing. The newspaper says the federation account allocation committee (FAAC) shared N12.918 trillion to the federal government, states and LGAs in 11 months.
The Guardian reports that Nigerians are still still waiting for the implementation of the food import duty waiver amid spiralling food inflation. The newspaper says Christopher Musa, the chief of defence staff (CDS), has ordered an investigation into the alleged death of two Okuama community leaders in army custody.
