Newspaper Headlines: Naira-for-crude deal yet to begin as October 1 deadline elapses

Reports on the boat accident in Niger state, and the political crisis in Rivers over the LGA elections, permeate the frontpages of Nigerian newspapers.

The Punch reports that the Nigerian National Petroleum Company (NNPC) has pledged 272,500 barrels per day of crude oil through a series of crude-for-loan deals totalling $8.86 billion. The newspaper says the federal government is planning to introduce an agency — Nigeria Revenue Service — to collect revenues for the federal government. The newspaper also reports that the naira-for-crude deal promised by the federal government is yet to begin. 
Daily Trust reports that the federal high court in Abuja has barred the directorate of road traffic services, also known as Vehicle Inspection Office (VIO), from stopping and impounding vehicles, as well as imposing fines on motorists. The newspaper says the senate has resolved to amend the North West and South East Development Commissions Acts.
Vanguard reports that the selective payment of N70,000 new minimum wage by the federal government has triggered fresh tension among federal civil servants. The newspaper says the house of representatives has asked Lateef Fagbemi, attorney-general of the federation (AGF) and minister of justice, to expedite the trial of persons in prolonged detention.
The Nation says Tinubu has warned bandits and terrorists to surrender or be killed. The newspaper says Adebayo Adelabu, minister of power, said average cost of electricity may reduce as ongoing efforts to improve generation and distribution of power take firm root.
