Newspaper Headlines: New minimum wage will be based on cost of living, says NLC

The Punch reports that there was outrage on Monday over the accidental bombing of Tudun Biri in Igabi LGA of Kaduna by the Nigerian army. The federal government has clarified that it funded 422 delegates to the ongoing climate summit in Dubai, United Arab Emirates, the newspaper says.
