Newspaper Headlines: South Africa, seven countries queue to lift fuel from Dangote refinery

The dailies report that states have ramped up plans for independent power plants amid the incessant collapse of the national grid.

Punch reports that the Dangote refinery is set to begin exportation of fuel to South Africa, Angola, and Namibia, among others. The newspaper says workers in seven states are facing hardship due to the delay in approval of the new minimum wage. 
Tribune reports that politicians are sharing rice, maize, and other food items with electorates a week before the Ondo governorship election. The newspaper reports the federal government as saying that full autonomy for local governments will take some time. 
Daily Trust says 56,131 inmates are languishing in custodial centres across the country instead of serving their punishment through community service. The newspaper details the story behind the detention of minors arrested during the #EndBadGovernance protest. 
Guardian reports that in October, global food prices rose to the highest level in 18 months. The newspaper says Yemi Cardoso, governor of the Central Bank of Nigeria (CBN), has defended raising the interest rate by 850 basis points in one year.
