‘Delayed benefits payment’ — PenCom urges employees to update RSA records

PenCom commences online enrolment exercise for prospective retirees The National Pension Commission (PenCom) says it has commenced the online verification and enrolment exercise for prospective retirees in ministries, departments and agencies (MDAs) of the federal government. The commission said the exercise is for those who are due to retire in 2025. Omolola Oloworaran, acting director-general (DG), PenCom, spoke at a workshop on the online enrolment application for pension desk officers (PDOs) of treasury-funded ministries, departments and agencies (MDA) of the federal government, on Monday in Abuja. Oloworaran said the commission is working effortlessly to ensure that challenges such as application downtimes are resolved. She also said a new and more efficient enrolment application that will provide a user-friendly and seamless experience for users has been developed. “At the National Pension Commission (PenCom), we hold firmly to our statutory responsibility of ensuring a seamless pre-retirement verification and enrolment process for employees of federal government treasury-funded MDAs,” Oloworaran said  “Each year, we embark on this exercise to gather accurate data for determining the Accrued Pension Rights of prospective retirees, so that the federal government can make the necessary budgetary provisions. “Today’s session is not just a routine gathering; it is part of PenCom’s commitment to building the capacity of stakeholders, specifically you, the Pension Desk Officers, whose roles are indispensable in this process. “This workshop aims to equip you with the skills and knowledge needed to effectively use the application and address any challenges that arise during the enrolment process. “We are also here to confront the issues of the past head-on.” 'THERE WERE GAPS IN PREVIOUS ENROLMENT' She further said in previous enrolment exercises, gaps and challenges were observed. The PenCom DG added that the workshop will provide practical solutions and clarity on the modalities for the upcoming 2025 enrollment.  “We understand that some challenges, like application downtimes, have occasionally hindered the process, particularly during last-minute rushes,” she said. “I am pleased to inform you that we are actively working on developing a new, more efficient enrolment application that will provide a user-friendly and seamless experience for all stakeholders." Oloworaran also reassured that the commission is committed to continuously improving service delivery across the pension industry. The PenCom boss said despite some setbacks, including delays in the release of funds for retirees’ accrued rights, she’s confident that these issues will soon be resolved.  “Today is not just about resolving technical issues; it is also about reaffirming our shared responsibility to Nigeria’s retirees, who deserve timely and seamless access to their benefits,” she added. Oloworaran also said significant progress has been made by all critical stakeholders to clear the outstanding pension liabilities and put in place long-term solutions that will prevent future delays in funding. The National Pension Commission (PenCom) says the data recapture exercise (DRE) is mandatory for retirement savings account (RSA) holders enrolled in the contributory pension scheme (CPS).

In a statement on Friday, PenCom said RSA holders, who enrolled on or before July 1, 2019, and are active or retired, are mandated to participate in the exercise.

According to the commission, the recapturing exercise, which began in August 2019, arose from the vital requirement to collect and maintain current, comprehensive, and accurate data of RSA holders.

“The DRE aligns with the federal government’s directive for all data-generating organisations to harmonise their databases with the National Identity Management Commission (NIMC),” the commission said.

“To facilitate the DRE, PenCom introduced the enhanced contributor registration system (ECRS).

“The ECRS is designed to verify the uniqueness of individuals registering under the CPS and update existing RSA holders’ records. The ECRS is seamlessly integrated with the NIMC.”

IMPLICATIONS OF NOT PARTICIPATING IN THE DRE

The commission said participation in the recapture exercise is of utmost importance to every individual who owns a savings account.

PenCom said it is mandatory for RSA holders in both the public and private sectors, as well as retirees, to participate in the data recapture exercise to update their personal information, “including biometric data such as photos and signatures”.

“Not participating in the DRE carries significant implications for accessing pension services from Pension Fund Administrators (PFAs)” PenCom said.

“For instance, only RSA holders who have completed their data recapture can transfer their RSAs from one Pension Fund Administrator (PFA) to another.

“Contributors who have not undergone recapture will not be able to access retirement benefits upon retirement.

“Moreover, temporary access to 25 percent of the RSA balance in cases of job loss and access to pension savings for procurement of residential mortgages are exclusively available to RSA holders who have completed data recapture.”

PenCom also said RSA holders with multiple personal identification numbers (PINs) who fail to recapture their data will experience delays in resolving their situations.

This, PenCom said, will result in incorrect remittances by employers and delays in the payment of retirement benefits.

“Consequently, contributors with multiple RSA PINs must present all their RSA PINs during the data recapture process,” the agency said.

IMPORTANCE OF PARTICIPATING IN DRE

PenCom said RSA holders must know that failure to participate in the DRE affects RSA holders’ ability to update registration records in the future.

“For example, changes in name due to marriage, changes of employer, or alterations to the next of kin (NOK) information cannot be made if data recapture is not completed,” the commission said.

“Hence, it is in the best interest of RSA holders to participate in the DRE to avoid unnecessary delays in accessing services from PFAs.”

DOCUMENTS/REQUIREMENTS FOR THE DRE

In the statement, PenCom said all PFAs should issue acknowledgement slips to RSA holders who submit complete documentation for their data recapture.

“RSA holders will receive text messages within five working days, notifying them of the status of their data recapture (whether successful or not) after document submission,” the commission said.

“Active contributors must visit their PFAs and provide their staff identity card or any valid means of identification, such as a national driver’s license, permanent voter’s card, or international passport.

“Additionally, they should present their enrolment slip issued by NIMC and birth certificate or affidavit of age declaration for the DRE.

“Retirees under programmed withdrawal or annuity should provide any valid means of identification, the enrolment slip issued by NIMC, and the letter of retirement issued by their employer for the DRE.

“For RSA holders who have changed their surnames or first names, or both, after registration, the following documents must be presented to their PFA for recapture: marriage certificate (if applicable), newspaper publication for the change of name, and affidavit and confirmation letter for change of name from the employer (if still employed).”

PenCom said it remains committed to the effective regulation and supervision of the pension industry, to ensure that retirement benefits are paid as and when due.
