Vice-President Yemi Osinbajo presided over the federal executive council (FEC) meeting on Wednesday.
President Muhammadu Buhari, who presides over the weekly meeting, is currently attending a summit in Russia.
Babatunde Fashola, minister of works and housing; Isa Pantami, minister of communication and Hadi Sirika, minister of aviation are among those present at the FEC meeting.
