Request for expressions of interest consultancy services for business process outsourcing: Training to jobs

The Federal Government of Nigeria has received financing from the African Development Bank (AfDB), Agence Française de Développement (AFD) and the Islamic Development Bank (IsDB) towards the implementation of the Investment in Digital and Creative Enterprises (iDICE) Programme and intends to apply part of the agreed amount for this finance to payments under the contract for a consultancy service to provide support for the Business Process Outsourcing: Training to Jobs.

Under Component 1 of the iDICE programme, training from Skills to Job is a major pillar and objective of the iDICE programme. This is key to the outcomes of job creation and will require a clear and purposeful plan to onboard trainers specifically in Business Process Outsourcing (BPO) who are also able to provide job opportunities for trainees. The consultancy services shall be delivered by firms who work across Nigeria with particular focus on firms that can deliver services in Northern and/or Southern states of Nigeria.

  1. Objectives

This procurement activity will look to onboard trainers who are able to provide high quality training in BPO services and link the trainees with jobs at the end of the training process. It will also:

  1. Plan and execute a selection process for onboarding of trainees.
  2. Deliver high quality BPO training to selected beneficiaries.
  3. Link trained beneficiaries to jobs within the BPO space.

It is expected that the assignment will take Thirty-Six (36) weeks from the date of contract commencement. 

Minimum Qualification, Skills and Experience 

  1. Have a minimum of 5 years of demonstrated professional experience in training in BPO service delivery.
  2. Have a minimum of 5 years’ experience in delivering BPO services with a verifiable clientele list with recommendations from same.
  • Proof of the availability of experienced technical and operational staff with requisite certifications.
  1. Ability to work with a wide range of partners and manage multiple, simultaneous and shifting demands/ priorities under tight timelines.
  2. Demonstrated compliance with all safety regulations and environmental protection regulations.
  3. Familiarity with BPO skills training.
  • Proof of delivering BPO training and services in Northern and/or Southern States of Nigeria.
  • BPO providers actively training youth in Nigeria and linking them to job opportunities are encouraged to apply.

 

Eligibility Criteria

Submission of EOIs

The Bank of Industry (BOI) now invites eligible [consultants/organizations] to indicate interest in providing these services by submitting their EOIs, demonstrating experience in performing similar assignments with references and showing responsiveness to the qualifications requirements outlined in this RfEOI.

The expressions of interest should follow the following format: Please structure the Expressions of Interest as follows:

  1. Details / organizational profile of the firm or consortium (including nationality of the firms and contact person) (1 page)
  1. Expression of Interest detailing the firm’s strengths, expertise, approach and methodology and any relevant information (max. 5 pages)
  1. Experience in similar assignments (max. 5 pages)
  1. CVs of key staff members (max. 5 pages)
  2. Any additional documents of information the firm believes are relevant

EOI submissions should not exceed 20 pages, excluding supporting documents to be submitted as detailed under the Eligibility Criteria in the Terms of Reference.

The eligibility criteria, the establishment of a shortlist and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” October 2015, which is available on the Bank (AFDB’s) website at http://www.afdb.org. Please note that interest expressed by an organization does not imply any obligation on the part of the Bank to include it in the shortlist.

Legal & Compliance Requirements

For a consortium of firms or single firms domiciled in Nigeria, the lead firm MUST provide the following documents:

  1. Evidence of legal registration with the Corporate Affairs Commission (CAC) in line with the requisite CAMA Act. 2020, Laws of the Federation of Nigeria.
  2. Submission of Memorandum and Articles from CAC07 (i.e. Particulars of Board of Directors) and Form CAC02 (i.e. Particulars of Shareholders).
  3. Affidavit indicating that all documents submitted are genuine and verifiable.

 

Financial and Tax Requirements

 

  1. Confirmation of financial capacity of the company (3 years audited statement of accounts and financial summary).
  2. Evidence of VAT Registration and Company Tax Clearance Certificates for the last 3 years.

 

Firms that are registered outside Nigeria shall submit relevant legal and compliance documents as applicable to their countries of jurisdiction.

Eligibility criteria and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” October 2015, which is available on the Bank’s website at http://www.afdb.org.

Expressions of interest must be delivered in a written form and soft copy (in a flash drive) to the address below by 11th April 2025 at 3 PM and mention “Consultancy Services for Business Process Outsourcing: Training to Jobs.”
