REVEALED: What Jonathan, Buhari, IBB, Fashola said at Council of State meeting on poll shift

An insight has been provided into the debate at the National Council of State meeting of February 5, 2015 where the issue of whether or not the general election should be postponed was extensively discussed.

Writing in his column in THISDAY on Thursday, celebrated journalist and former presidential adviser Olusegun Adeniyi, revealed that contrary to media reports, the council did not direct Attahiru Jega, chairman of the Independent National Electoral Commission (INEC), to go ahead with the polls.

He gave an account of the positions of President Goodluck Jonathan and Muhamamdu Buhari, the respective presidential candidates of the Peoples Democratic Party (PDP) and All Progressives Congress (APC), on the postponement.

Adeniyi, who served the late President Umaru Musa Yar’Adua as special adviser on media and publicity, also gave details of the contributions of Ibrahim Babangida, former military president, as well as Babatunde Fashola, governor of Lagos state, and Liyel Imoke, governor of Cross River state.

Rochas Okorocha, governor of Imo state and a member of the APC had told the media that the council gave INEC the go-ahead to hold the election.

But Segun Mimiko, governor of Ondo state and a member of the PDP, had earlier told the media that INEC was asked to decide on whether or not to hold the elections as scheduled.

Adeniyi wrote: “At the meeting, Jega presented his report, reiterating that he was ready for the polls. The first person to speak after his presentation was the NSA, (Sambo) Dasuki, who harped on the renewed efforts by the Multinational Forces to dislodge the Boko Haram insurgents and the need to shift the elections forward. The service chiefs and the Director General of the Directorate of State Security (DSS) followed with similar presentations.

“With the floor now open for discussion, Buhari was the first to fire a salvo against the idea to have the elections rescheduled. He said all the reasons adduced by the military do not warrant postponing the elections, especially when, according to him, soldiers have minimal role to play in the election process.

“With Buhari done, the Lagos State Governor, Mr Babatunde Raji Fashola, SAN, presented what appeared a detailed position of the APC as to why the elections had to go ahead. He looked at the possible implications of such a postponement from both the legal and political prisms, with the conclusion that it would not bode well for the country and the president.

“However, the Cross River State Governor, Mr Liyel Imoke countered Fashola’s arguments with what also appeared the PDP position as he went beyond the issue of Boko Haram to that of the preparedness of INEC. Some of the issues he raised included the ‘lopsidedness’ in the distribution of PVCs nationwide, the fact that the Card Readers to be used by INEC had yet to be tested and that the electoral officials to use them have not even been trained.

“At that point, according to sources, Jega sought to respond and was given the floor. He explained that most of the misgivings being expressed have been factored into INEC plans. He, however, added that it was unrealistic to expect a hundred percent turn-out of voters at elections as there is no such thing anywhere in the world. To this, the Governor of Akwa Ibom State, Mr Godswill Akpabio, reportedly countered that Jega was wrong.”

Akpabio, according to Adeniyi, said there is a difference between people “who may choose not to vote even if they have PVCs and those who cannot vote because they have been denied what ordinarily should be their rights. He said elections cannot be credible in situations where millions of people could not get what would enable them to exercise their franchise”.

The popular columnist continued: “In asking INEC to go ahead with the polls since the commission said it was ready, Speaker of the House of Representatives, Hon Aminu Waziri Tambuwal, added that the advisory role of the Council of State does not extend to election matters. To that, the president, who had evidently been well-briefed, drew the attention of Tambuwal and that of the meeting to the Third Schedule (Part 1) of the 1999 Constitution, especially Section B (6) which states that the Council of State ‘shall have the power to (A) advise the President in exercise of his powers with respect to the…(4) the Independent National Electoral Commission (including appointment of members of the commission).’

“In his own intervention, General Ibrahim Babangida argued that since INEC said it was ready for the polls, the real issue before the Council was on what to do about the four states where the security agencies said they needed more time to deal with the insurgency. Babangida now asked whether it was feasible to conduct elections only in 32 states.

“The president interjected quickly that such election would end in fiasco. I have it on good authority that some people in the administration had suggested this idea to Jega in November last year and he said any such election that excises a section of the country would not pass the test of credibility or even for that matter, legitimacy. So the president knew that succumbing to such an idea would be politically suicidal for him and he rejected it outright.

“However, from the way the meeting went, it was evident that positions had been taken along party lines. At the end, the responsibility as to what to decide was pushed to INEC but the real drama was announcing the ‘decision’ arrived at because for all practical purposes, nothing was decided as to whether or not the elections should go ahead or be postponed.

“With Governors Olusegun Mimiko, Rochas Okorocha and Bala Ngilari asked to brief the media by the president, the three rushed to the press room to grab the centre chair. Mimiko got there first and said no decision was taken and that INEC would consult and announce whether to postpone the elections or not which was the most accurate position as to what transpired.

“However, immediately Mimiko stood up and they all appeared to be leaving, Okorocha grabbed the chair that the Ondo State Governor had been sitting on and also started to brief the State House correspondents. He said the Council had decided that the elections should go ahead. While that was not a true reflection of what happened, that was the slant reported in the media, which to be honest is a reflection of the mood of the public.”

      Segun Adeniyi is only giving an account of a meeting he did not attend…While Dr.Mimiko and Owelle Rochas gave their own perspective of a meeting they were privileged to attend.
      Segun Adeniyi, did you attend the Council of State meeting and if you did in what capacity? If you did not, the audacity with which you write this account is disturbing.

      1. Thank you for your sensible contribution. Everyone assumes that Segun Adeniyi’s account is the correct one when he was never inside the Council of State meeting. Even the cable tends to imply that he is to be trusted with his account.
        Those insulting Okorocha are doing so because Adeniyi wrote what they already chose to believe without evidence that it is the true account. Adeniyi is reporting as a third party to a conversation and it all depends on who was briefing him.

Till now I haven’t gotten my PVC so many others haven’t either and how will they vote? I attended the INEC training and they are so many things still lacking with the card reader!

  5. The real issue to my mind is who convened a special session of the council of state meeting and what was the real purpose? Regarding the question as to the role of the council of state’ functions vis a vis INEC, I ask also, which official of INEC was being appointed that the meeting was convened?

    In my view, GEJ and the PDP just needed to buy themselves some time to achieve some momentum in preparing for the polls and needed Jega through the council of state to give them an excuse. Hence the seemingly contradictory positions of Mimiko and Okorocha, which two positions were in fact correct.

    In the end, man will propose but God shall dispose. Every evil scheming of man regarding the elections shall fail and God’s will shall be done. Nigeria shall be the better for it.

    1. Tosin, if you cannot be freed after reading the true version of what happened at the Council of State meeting from a neutral and third party, who is not a politician, then it is a pity. From your submission, how can Mimiko and Okorocha account at the press briefing be the same? Could the Council of State says Yes and No at the same time.   6. Amazing how desperate for power APC especially Buhari is. He, Buhari, should have protested to INEC for postponing the elections seeing that his primary political base – North East, are under insurgents attacks. He is willing to sacrifice them! Stands to reason. The polling register has been rigged in his favour by Jega. More PVCs collected up North where there is insurgency than in peaceful South-South. More additional polling stations with lopsided distribution. Jega magic!

    What does did bad elements among journalist (because I still believe we still have men of integrity like Segun Adeniyi and Simon Adesina among the journalist) aim to gain from causing trouble in the country? Do they think they are safe with their family if the trouble starts? Do they know that Politicians will just use them, dumb and abandon them with their family when the die is cast? These bread and butter journalist should have a re-think and know that properity will not let them go scot free without reaping what they are sowing now.

    Jega should go. unless he explain to us his recent actions. He must answer questions bugging Nigerians minds. Were planning to disenfranchise about 34 million eligible voters?
    I don’t like or give a damn about loquacious Femi Fani-Kayode, but I am forced to agree with him as far as the issues he raised concerning Jega’s double standards are concerned.
    “Can Prof Jega show Nigerians proof that the Chinese company printing the PVCs has been paid in full by disclosing the total contract sum and the amount paid to date?
    “Can Prof Jega show proof of arrival or expected date of arrival of all PVCs for the elections? “Can Prof Jega tell Nigerians how he could have distributed 23 million PVCs within 5days to election if there hadn’t been a postponement”?
    Fani-Kayode, also queried the wide gap between collections rates in the states considered to be APC stronghold which is high while it is low in the PDP traditional stronghold states.
    His questions, “Why are the PVC collection rates in the North Central, South-South, South West and South East much lower with the highest being 57%? Is it because these geopolitical zones may be pro-Jonathan?
    “Why does the North West zone which includes Katsina (Buhari’s home state) have the highest collection rate of 80%?
    “How come the North East also has 75% collection rate when, in fact, three states in this zone-Adamawa, Borno and Yobe- have been under the attack of Boko Haram insurgents, a development that has led to the displacement of many residents? Did the Internally Displaced Persons come back there to collect their PVCs?
    “Why is it that North Central zone, which includes states like Plateau and Benue that traditionally vote PDP, has a collection rate of 48% when North East and North West have between 75 and 80% collection rates?
    “Can Jega explain to Nigerians how Kano, Adamawa, Borno, Kaduna and Katsina, which were slated for Phase 3 and actually kicked off in November 2014, have achieved a 75-80% PVC collection rate whilst many states slated for Phases 1 and 2 and even some others in Phase 3 are still in the 40-50% collection rate range”?
    The PDP Campaign Organisation therefore, charged Jega to come clean on the issue of PVCs distribution so that no eligible voters will be disenfranchised.
    He said further, “We hereby challenge Prof Jega to be honourable and transparent. He should publish accurate information on the state of PVCs: how many PVCs are in the country?

    1. these are facts and questions that EVERYBODY should be interested in hearing answers to, unfortunately, Nigerians are not sensible enough to be objective enough to want the truth. I am not a PDP supporter but the truth is the truth; can Jega answer these queries? the most interesting one to me is how he plans to get 23million PVCs out in less than a week if the elections weren’t shifted and more-so how come Nigerians, especially those who claim they want to fix the country be prepared to forgo any part of the country in exercising their rights to vote by going on with the elections while those states are under terrorist attack? Yet people continue to be swayed by what they hear, neglecting their own God given intellects for unbiased reasoning. Nigeria will continue to get the leader it deserves and it is not based on what politicians say or do but based on what we the citizens do or don’t do.

Until he clears everything, he does not have the clean bill to speak credibly.
      Yet, these are the kind of people GEJ mingles with. Show me your friends and I would know who you are. For the sake of decency, how do you expect us to respect a president who does not pick his friends and associates? Respect is never forced, it is always earned.
      For all i care, FFK is a liar, a money launderer, a pathological liar, tribalist, religious bigot and a misadviser. With people like him managing Jona, the result is clear. An incumbent president needs not be an unpopular as this if he has credible people beside him. Questions for FFK:
      Few months ago, he was crooning for Jega; what has happened in weeks to make the respected don now a pariah in the camp of PDP?
      If he was blaming Jega for the low distribution of PVC in Jonathan pliant areas, what did the so-called friends and officials of Jona do to mobilise people in those areas to collect the cards?
      FFK is a PDP stalwart so to say. What did he do to mobilise people in his so-called state of Osun and Ife in particular to achieve 99 per cent collection?
      For the GEJ party, is it not a case of a bad workman blaming his tools for poor production?
      Why is FFK now crying out about fantastic turnout in the north since they had been claiming that the clueless one has fantastic following all over the country?
      I pity Jona because God gsve him all the grace to be president of his great people but he failed to ask God the grace for that grace not to dry up. And i trust God, the grace has been given to another person. If the election is postponed even for a year, it would still be difficult if not impossible for Jona to win the hearts of Nigerians.

    Take it as a comprehension exercise and answer to the questions you raised about PDP not being ready for the February 14 elections. PDP was not in attendance at the meeting unless in your own estimation INEC and PDP are one and same entity, persons or group.

  29. Musuru, you should not be de-spirited by the “Akin-and-PawPaw” display by H. E. Okorocha when he tried his best to steer a course that was obviously unclear.

    My joy is that if a man does not come under severe sledgehammers it then means you are carrying nothing and by implication neither JEHOVAH-GOD nor Satan would have any need for such a person.

    For sure Jonathan has not done well at all AND NIGERIANS HAVE EVERY RIGHT TO HAVE A VERY STRONG DESIRE FOR A TOTAL CHANGE. But the critical dilemma Nigeria and Nigerians are faced with is this: “A person is running away from the hot chase of a Police Dog, only to discover that he or she were within the fringes of a den but the Lion that had just finished devouring a Cow”. I guess such a person should be wise enough to take a quick decision and make right choice between these two weird scenarios.

    I quite agree that PDP is very bad but if PDP says Jonathan has done do well (in their own eyes) and therefore deserves to be rewarded with a 2nd. term, I EXPECTED THAT THE APC (WITH THE MUCH TOUTED WIND OF CHANGE IN THEIR CAMP) WOULD HAVE UNLEASHED THEIR MOST FORMIDABLE PERFORMING GOVERNOR IN THE PERSON OF H. E. RAJI FASHOLA AS PRESIDENTIAL CANDIDATE & ALLOW HIM PICK HIS RUNNING MATE IN EXACTLY THE SAME WAY PRESIDENT JOHNATHAN PICKED NAMADINA SAMBO AS HIS VICE. Am sure by now the PDP would have been sweating like a Christmas Goat because Fashola’s performance in the past eight (8) years of his tenure.
    The moment the APC started playing into the gallery of Nigeria’s age-old political “North-South” dichotomy, I knew the APC was not actually in search of change BUT SOUGHT TO GET THEIR CLAWS ON POWER BY BEING SEEN TO BE THE ONLY PARTY “SYMPATHETIC” TO THE CAUSE OF THE NORTH.

    Nigerians wouldn’t have waited to ensure A FASHOLA PRESIDENCY and so would have gone all the way to see that it mate.rialized.

    It is the height of political naivety for the APC to prefer Buhari to a current “Grade-A” Governor in Nigeria’s on-going democracy such as Fashola.

    Adams Oshiomole would have been the next in line but his close shave with untidy chronological order when he attended school WOULD AGAIN HAVE RAISED SIMILAR BROUHAHA AS BUHARI’S SCHOOL CERTIFICATE.

    I wish Nigeria and Nigerians GOD’S mercy and help as they choose between the Police Dog and the Lion I depicted earlier in this discourse.

    On the Alamiyesigha’s issue I suggest that you should please kindly contact Olusegun Adeniyi, former Presidential Adviser to Late President Umar Musa Yar’adua to confirm Alamyiesigha’s contributions to the Niger Delta peace deal, the Amnesty program and LATE PRESIDENT YAR’ADUA OFFERED PARDON TO ALAMIYESIGHA AS A REWAED FOR THE PEACE DEAL.

    It’s my candid opinion that youth unemployment is monster hunting every nation on earth and No Nation As Yet Has Been Able To Tame It. Also in no nation is this monster abandoned only for the Federal Government because the federating states have a role to play in providing jobs for their citizens and ditto for those local governments whose state governors have allowed some margin or window to operate.

    Finally I just wonder if by any chance you have some data regarding You-Win & Sure-P programs of Federal Government and how your data compares with what is reeled out by the Federal Government.

    Incidentally unlike OBJ’s era there has been no death of political opponents like Bola Ige, Dikiboh, etc. in GEJ’s era so far.

    If Nigeria were one people then you might begin to appreciate that Boko Haram Wahala in the North-East is enough to truncate national plans, synergy and strategy on certain critical issues nationwide.

    If you have ever watched documentaries on Palestine-Israeli conflicts , Hamas, Hezbollah, Mujahedeens, lately ISIL you will read that Boko Haram is not an issue of two (2) armies engaged in Conventional Warfare with INTERNATIONALLY WELL DEFINED RULES OF ENGAGEMENT. Instead Boko Haram as all terrorist groups exploit the impact of HUMAN SHIELD, ATTACK ON SOFT TARGETS, SUICIDE BOMBERS, ETC.

    President Jonathan has just concluded one tenure and it is traditional that it should be two tenures, those who want him out are responsible for causing trouble for Nigeria. Let him complete his second tenure before judgement. It will also be down letting that a country of about 160 million people doesn’t have a young and vibrant candidate to be supported hence we want to choose a 73 year old man, there by dragging Nigeria back from Youth leading this Nation.
