A selection committee chaired by the deputy senate president is responsible for allocating the committees to members while members fill in forms indicating which committee they would like to join as ordinary member or chairman.

The constitution of the committees follows the refusal of a federal high court in Abuja to stop the senate leadership from setting up the committees.
